DNB is legally prohibited from answering some questions relating to individual institutions under its supervision, like banks, insurance companies or pension funds. Questions falling in this category are inquiries about the financial position of a given institution, the safety of savings deposits at a particular institution, or the reliability of a specific insurer or pension fund when it comes to paying out. Neither is DNB in a position to give advice by informing the public at large or individual savers or policyholders about the risks involved by making use of a particular institution’s services.
The reason behind this is that much of the information sought is sensitive for competitive reasons and only intended for DNB in its capacity of supervisor. The institutions concerned are legally required to supply this information to DNB. As DNB desires far-reaching insight into the operations of the institutions concerned, and to promote that the institutions supply this information without restraint, the law provides that this information be kept confidential. This means that DNB must at all times refrain from giving an opinion or advice about an institution to third parties.
