On 1 January 2015 the revised Section 3:17 of the Financial Supervision Act (Wet op het financieel toezicht – Wft) entered into force, stating that as of this date payment processing service providers, banks, payment institutions and electronic money institutions (EMIs) are subject to regulations and standards in order to ensure the smooth functioning of the payment system. DNB has drafted an oversight regulation, the “Regulation on oversight of the smooth functioning of the payment system”, which provides standards for the safety and the availability of the payment system.
In this light, payment institutions and EMIs are asked to provide the total number of transactions processed by your institution, initiated in the Netherlands, within the calendar year 2014. Based on this information DNB may set a minimumborder, beyond which, institutions must comply with the Regulation.
The reporting takes place via the reporting tool e-Line DNB, in which an Excel file with the data and a directors statement must be uploaded. Documentation for this (only avalaible in Dutch) is included on this website under Downloads. This concerns the letter that is sent to the institutions, the Excel file that has to be uploaded and explanatory notes with regard to the definitions of payments.
