Recent changes

Do you want to know which forms have recently been added to the Digital Supervision Portal (DLT), which forms have been changed and if there are new functionalities? See below for an overview.

New functionalities

As of 27 August 2020

Authorisation function

DLT users can now authorise other DLT users within and outside their organisation to access active and submitted forms. This allows multiple users to view or work in the same form. Authorised users can also access other items related to the form, such as messages. The authorisation function is available for forms created after 15 May 2020. Click here for more information.

Viewing forms

It is now possible to view a form in the DLT without saving in. In this present situation, users must first log in using eHerkenning if they wish to view (or edit) forms in the DLT. Later this year a new log-in option without eHerkenning will become available, exclusively for viewing files. 

New Forms

As of 15 May 2020

  • Request to end supervision 
    A pension fund that has transferred all its pension liabilities and associated assets to another pension provider may use this form to request DNB to end supervision (only available in Dutch).

Recently changed forms

As of 27 August 2020

Notification form for the outsourcing of key function activities & Notification form for the outsourcing of asset management at pension funds and premium pension institutions (only available in Dutch)

The outsourcing agreement – or its draft oversion – with the service provider must now mandatorily include provisions on 

  • the supervisory authority's or authorities’ right to examine
  • the institution's and the independent auditor's right to audit. It is no longer possible to submit a notification if these provisions are lacking.

We have reformulated some of the questions and extended the explanatory notes.

Application for an initial assessment or an assessment in the context of a licence application

  • We have added explanatory notes to ensure that institutions enter the correct first names and initials in the DLT of the person that is assessed – which is relevant for their correct identification.
  • We have explained that assessment decisions are now issued through the DLT instead of by post.

These changes were also implemented in the following forms:

  • Request for change in position or remit (only available in Dutch)
  • Initial assessment of crypto service providers
  • Application for an initial assessment in the context of a declaration of no-objection (DNO)
  • Prospective Appointment Notification Form for Banks that qualify as Significant Institution (under the SSM regulation)
  • Application form for initial assessment of second-tier senior officers (only available in Dutch)

As of 16 July 2020

  • Application for an initial assessment in the context of a declaration of no-objection (DNO)  
    The form contains a number of new questions, the order of the already existing questions has been changed and there are small changes in the text of some questions. The new questions relate to the experience of the person or legal entity in acquiring and managing holdings in companies

  • Application for an initial assessment or an assessment in the context of a licence 
    The introduction of the form now includes a note that for some applications, you must submit a different form than this ‘Application form for an initial assessment’.  [shares/voting rights ≥ 10%]) and also the amount to be paid in registration fees. 

As of 15 May 2020 

  • (Initial) Assessment Application Form for the registration of crypto service providers.   
    The form includes questions to determine whether a criminal records extract must be submitted for an assessment. A criminal records extract is a statement in which a competent authority declares that the person to be assessed has not committed any offences relevant to the envisaged position.

  • (Initial) Assessment Application Form for the registration of crypto service providers.  
    Potential new positions have been added (Management board member & Shareholder (shares/voting rights ≥ 10%) and Supervisory board member & Shareholder (shares/voting rights ≥ 10%)

  • Registration Form for crypto service providers 
    This form now includes potential new positions (Management board member & Shareholder [shares/voting rights ≥ 10%] and Supervisory board member  [shares/voting rights ≥ 10%]) and also the amount to be paid in registration fees.

This service is available to crypto service providers and LSI-banks. 

As of 12 March 2020

  • Persons to be assessed has been adjusted for insurers.
  • Pension funds themselves can now also adjust the end date and contact details of persons in roles subject to assessment.
  • Pension funds and insurers now also have a link to their own public register page.
  • Pension funds can upload multiple administration agreements.
