FRTB reporting obligations available in DLR

As of 1 October, the FRTB reporting obligations (part of DPM 3.0) are available in DLR for submission in xbrl. These are reports on quarterly base with Q3 2021 being the first reference period and the deadline is the same as CRDIV reports.
