Section 1(c) of the Sanctions Act 1977 (Sanctiewet – Sw, Bulletin of Acts, Orders and Decrees 1980, 93) provides that ministers can be designated by order in council to establish the rules applicable to a specific topic under the Sw.

The Minister of Finance has been designated as the minister authorised to exercise the powers that concern financial transactions, given that he is competent in the area of financial transactions, within the meaning of Section 3 of the Sw.
