DGF contributions
To fund the deposit guarantee scheme for the Caribbean Netherlands, there is an ex ante deposit guarantee fund for the Caribbean Netherlands (DGF CN), which in turn is funded by contributions from the banks. The DGF CN is a separate foundation that is supported in performing its tasks by DNB. If there are insufficient financial means in the fund, DNB charges extraordinary contributions ex post. In addition, the DGF CN has the option of raising third-party funding. Here, you can find information on the funding of the DGS.
Ex ante fund: contributions and risk methodology
Banks have paid annual contributions to the DGF CN since 2025. The DGF CN’s financial means will be accumulated over ten years until they comprise 5% of the deposits guaranteed under the deposit guarantee scheme for the Caribbean Netherlands (DGS CN). For the size of the fund at the end of last year, please refer to the most recent annual report of the DGF CN, which manages the financial means. Each year, DNB sets the contribution that individual banks are required to pay, based on each bank’s deposit base. If the guaranteed deposits have increased since the previous calculation, then the DGF CN will be topped up with supplementary contributions from the banks.
Extraordinary contributions (ex post)
When the Deposit Guarantee Scheme has to make a payment but the available resources within the fund are not sufficient to finance the payments, extraordinary contributions are levied. DNB sets these contributions ex post.
Third-party funding
If the DGF CN needs to mobilise financial means for financing DGS compensation, and the means in the fund and the extraordinary contributions are not made available in time, or are insufficient, the DGF CN can also source funding from third parties to bridge the gap.
Deposit guarantee fund for the Caribbean Netherlands
The DGF CN Foundation was established in Amsterdam in late 2024 to fund the DGS CN. Its task is to manage the financial means available and ensure they are made available when needed for the operation of the deposit guarantee scheme for the Caribbean Netherlands. If a bank should fail, the DGF CN will fund the deposit holders' compensation as determined by DNB. The DGF CN can also be deployed to fund deposit transfers. DNB supports the DGF CN in carrying out its tasks, but as the Dutch central bank, it may not pre-finance DGS payments. Here you can find the annual reports of the DGF CN.
