Suri-Change’ licences withdrawn for failure to meet statutory obligations
De Nederlandsche Bank (DNB) on 18 October 2023 decided to withdraw the licences of B.V. Suri-Change (SC), a money exchange and payment institution with offices in Rotterdam, The Hague and Amsterdam.

Licence withdrawal
In late March 2023, a criminal investigation was launched on suspicions of criminal offences committed by SC itself and several persons connected to it. The full management board resigned and SC could no longer safeguard sound and ethical business operations. The severity of the situation and the need for recovery increased as SC faced, among other things, persistent IT problems, the physical closure of its branches and the cancellation of its bank accounts. According to an auditor's report, SC would be unable to meet its financial obligations in the foreseeable future.
DNB gave SC the opportunity to restart operations, but SC proved unable to do so. DNB felt compelled to withdraw the licences because SC was no longer in compliance with the requirements of the Financial Supervision Act Wet op het financieel toezicht) and there was no concrete prospect of recovery.
Objection
SC filed an objection to the withdrawal decision on 28 November 2023, which DNB declared to be unfounded in the decision dated 23 May 2024. SC withdrew its appeal against the decision on objection on 17 January 2025, making the decisions irrevocable.
