When considering an application for authorisation, we ask the Dutch Healthcare Authority (Nederlandse Zorgautoriteit – NZa) for its input about the expertise and trustworthiness of actual and proposed policymakers and co-policymakers and the healthcare aspects of the insurer's operational management. We consider this information and, where relevant, the opinion of the NZa based on that information, when deciding on authorisation.
Insurers wishing to offer health insurance must apply to us for authorisation and register with the NZa, pursuant to Section 25(1) of the Zvw. The NZa supervises the market conduct of health insurers and healthcare providers by virtue of the Zvw, the Health Care (Market Regulation) Act (Wet marktordening gezondheidszorg) and the Long-term Care Act (Wet langdurige zorg). To register with the NZa, insurers must also submit contract templates for the healthcare insurance they propose to provide, in accordance with Section 25(2) of the Zvw.
