Payment institutions: Cross-border services
A payment institution may, from the Netherlands, offer services in another Member State without having any establishment in that Member State. This is known as the provision of cross-border services. A notification to DNB of the payment institution’s intention to provide cross-border services must meet the requirements set in section 42a(a) of the Decree on Market Access of Financial Undertakings (Besluit Markttoegang financiële ondernemingen) and must be submitted using the notification form.

The institution must submit the passport notification form via MijnDNB. Upon receipt, DNB will start processing the notification, subject to the statutory processing period of up to three months. The institution may only offer the relevant services once it and the notified activities have been entered in DNB’s registers.
