Changes to data request for the Dutch Investor Compensation Scheme as of 2026

Anually, financial institutions report under the Investor Compensation Scheme (ICS) on the investment value of their non-professional clients. With effect from the upcoming data request, two changes have been implemented. This concerns the data request relating to 2025, which will take place in the first quarter of 2026. Additionally, we share the results of the data request for 2024.

New XBRL taxonomy

For the upcoming cycle, DNB has developed an XBRL taxonomy. XBRL (eXtensible Business Reporting Language) is an international standard that allows financial and business data to be exchanged in a structured, transparent, and automated manner. The new taxonomy improves data quality and enables DNB to process reports more quickly and efficiently.

To ease the burden on the sector, it is possible to submit the report using an Excel template, with DNB handling the transformation to XBRL. If desired, it is also possible to submit directly in XBRL. Reports must now be submitted via Mijn DNB – Service Reports. More information about the taxonomy will follow in the autumn with the letter regarding the annual data request.

Expansion of data Points

From now on, the data request will cover all four quarters of the calendar year, whereas previously only the fourth quarter was collected. This expansion allows DNB to gain insight into interim fluctuations and annual averages.

The upcoming data request will therefore cover the following reference dates:

  • 31 March 2025
  • 30 June 2025
  • 30 September 2025
  • 31 December 2025

Results of the 2025 report

The 2025 report, with a reference date of 31 December 2024, shows that the total value of investments covered by the ICS has decreased by 6% compared to the previous year. According to the data, the covered assets this year amounted to EUR 23.122 million. The report includes both banks and other financial institutions. The share of non-bank institutions in the total covered investments is EUR 3.486 million.

For potential compensation of investors in the event of failure of these institutions, a fund has been established as part of the ICS. The fund is managed by the Stichting Beleggers Compensatiefonds with support from DNB. During the build-up phase, the fund was financed through contributions from the sector. Since then, the foundation only receives entry fees from new participants. Currently, the fund amounts to EUR 12.8 million.
