The Decree on Market Access of Financial Undertakings (Besluit Markttoegang financiële ondernemingen Wft) implements the provisions of Part 2 (Market access of financial undertakings) and Part 1 (General provisions) of the Financial Supervision Act (Wet op het financieel toezicht).

In the Decree, the classification used in the Act has been observed, meaning that the rules are classified by activity. First, the rules governing access to the Dutch market are worked out, followed by those governing access to foreign markets. 

Regarding applications for authorisation, section 2 provides that the application must be submitted using a form prescribed by the supervisory authority.
