Scope and execution

The Policy Rule on the Scope and Execution of the Deposit Guarantee Scheme (DGS) sets out how a number of potential special situations must be dealt with during the payout phase. Examples include escrow accounts, structured deposits, and customers holding deposits in different countries.

Objective of the Policy Rule on the Scope and Execution DGS

The Policy Rule on the Scope and Execution of the DGS further specifies policy rules on aspects (i) for which the national rules give DNB discretionary power or (ii) that warrant further clarification. DNB may supplement the Policy Rule with other DGS-related provisions in the future

Escrow accounts and other potential special situations

The policy rule specifies how to deal with escrow accounts and similar situations. Banks need this information to compile the Single Customer View (SCV). The Policy Rule also contains more detailed explanations of the ranking of eligible deposits and how we will deal with temporary high balances, structured deposits, and customers holding deposits in different countries.

Version overview

DNB published the policy rule in 2017 and since then evaluated and amended it periodically. The most recent consolidated version of the Policy Rule is available in Government Gazette (in Dutch) and the consolidated document ‘DGS Policy Rules for Banks’.

The rounds of amendments include transitional periods. Future audit reports must be based in part on previous versions of the SCV Policy Rule. Below is an overview of relevant versions of the document Policy Rules for the DGS for banks.
