Single Customer View

DNB expects banks to submit a Single Customer View (SCV) for the purposes of the Deposit Guarantee Scheme (DGS). Banks need to prepare this SCV carefully, correctly and in good time. An overview of the rules and requirements concerning the SCV.
Single Customer View Policy Rule
DNB has laid down the requirements for SCVs in the Single Customer View Policy Rule (Beleidsregel Individueel Klantbeeld Wft 2017). The policy rule describes how banks can set up their administration, procedures and measures to ensure a timely, accurate and correct SCV. Banks need to organise their systems and processes (SCV system) to this end. In addition to periodic submission of the SCV file, banks must also commission annual audits of their SCV system.

I. SCV Policy Rule: version overview
DNB has laid down the SCV requirements for banks in the SCV Policy Rule. DNB published the policy rule in 2017 and issued amended versions in February 2019, October 2021 and December 2022. The most recent consolidated version of the Policy Rule is available in Government Gazette (in Dutch). DNB also published a new version of the consolidated document ‘DGS Policy Rules for Banks’.
The rounds of amendments include transitional periods. Future audit reports must be based in part on previous versions of the SCV Policy Rule. Below is an overview of relevant versions of the document Policy Rules for the DGS for banks.

II. DGS Data Delivery Manual
The DGS Data delivery manual offers practical support to banks in preparing and submitting the SCV. The rounds of amendments include transitional periods. III. Data Delivery Agreement (DDA) with Logical Data Model (LDM)
The specification of data delivery is described in a Data Delivery Agreement (DDA), which also comprises a Logical Data Model (LDM). The DDA elaborates the DGS regulations and describes the technical specifications of data exchanges. The DDA also includes a set of files and documents. Supervision by DNB
DNB supervises compliance with the requirements set out in the SCV Policy Rule. For this purpose, we adopted the Assessment framework for supervision of compliance with the requirements of the Single Customer View Policy Rule. The elements of the assessment framework include:
- Several indicators that clarify the extent to which banks comply with the requirements
- The role of the audit of a bank's SCV system, conducted by the internal audit department and the external auditor
- A growth path for the period 2020-2023 specifying deadlines by which expected improvements are to be realised by the banks
- which measures DNB can take if targets are not met (on time)
DNB’s assessment of compliance with the SCV Policy Rule
We send banks individual overviews of the extent to which they meet the requirements of the policy rule each year. We describe the improvements we expect them to achieve, in accordance with the development trajectory set out in the assessment framework.
At least once a year, banks must instruct their external auditor to express an opinion on the bank's compliance with the requirements of the SCV Policy Rule. The assignment must be based on ISAE 3402 (see Section 12 of the SCV Policy Rule).
Internal audit department
As part of the bank's three lines of defence model, the internal audit department, too, must assess at least once a year whether the requirements set out in the policy rule have been met. The internal audit department’s report must be available within a reasonable time to allow coordination of the various procedures with the external auditor (see Section 11 of the SCV Policy Rule).
