Registration and legal documentation for TARGET

Would you like to apply to participate in one of the TARGET Services discussed here? Then we will ask you to sign the statement of acceptance of the TARGET-NL terms and conditions and provide information for the technical set-up of the relevant service(s), among other things. Please contact targetservices@dnb.nl if you wish to apply to participate in one of the TARGET Services and/or require further information about any of the services or the participation process.

There are a number of different requirements for non-bank payment service providers (NB-PSPs). Please also refer to the legal documentation, including the TARGET Guideline-NL. Registration for TARGET Services: ECMS

Use of the ECMS is restricted to counterparties that are eligible to participate in the Eurosystem’s monetary operations and hold an MCA account on T2. Eligible counterparties must register for the ECMS test environment and, following successful completion of the test phase, for the ECMS production environment. In addition, the counterparties must sign a Credit Agreement before going live.

These documents are shared directly with the counterparties concerned. Requests to participate in the ECMS can be submitted by email to ecms@dnb.nl.

Legal structure of TARGET

TARGET has been legally structured as a multiple payments system with the highest degree of harmonisation of the legal documentation used by the central banks within the constraints of their respective national legal frameworks.

 The ECB's Governing Council has decided to use this legal structure.
