DNB charges a fee for considering applications for a licence as a bank.
The fee applies regardless of whether the ECB issues the licence or the ECB or DNB rejects the application, the applicant withdraws the application, or we cease consideration during the procedure.
Fees are charged for processing a permit application. The amount of these one-off costs is set out in the Regulation on the financing of financial supervision of one-off actions (Regeling bekostiging financieel toezicht eenmalige handelingen - Dutch only).
We also charge banks an annual fee to cover the costs of our regular supervision.

De Nederlandsche Bank (DNB) imposed an administrative fine of €8.5 million on ABN AMRO Bank N.V. (ABN AMRO) on 6 July 2026 due to serious shortcomings in its anti-money laundering controls in the period from September 2023 through September 2024.
