Services not requiring authorisation
Any party issuing electronic money in the Netherlands must either hold the appropriate authorisation issued by DNB or be excepted or exempted from the authorisation requirement. The Financial Supervision Act (Wet op het financieel toezicht – Wft) lists a number of services that are not subject to the Wft. This means they do not require authorisation.
Payment instrument with limited options for use (Section 1:5a(2)(k) of the Wft)
Such payment instruments can for instance only be used on the premises of the issuing institution, or only in a restricted network of service providers, or for a limited range of goods or services.
