Application form and notes

Factsheet

Anyone who provides payment services in the Netherlands must either hold the appropriate authorisation issued by DNB or be excepted or exempted from such authorisation.

Submitting your application

If you wish to apply for authorisation, you can submit your application through the online service Supervisory applications. You need e-Herkenning (e-Recognition) to use this.

The notes provide more details and describe what we expect from you, so please refer to them when completing the form.

How the Licensing Process Works

With a streamlined process, we ensure that license applications are handled faster and more predictably. The licensing procedure consists of two phases:

  • Phase 1: Verification of the completeness of your application.
  • Phase 2: Substantive assessment of your application.

DNB only processes applications that are submitted in full. If your application is incomplete, we will generally request the missing documents once (Phase 1). If your application is still incomplete after that, Phase 2 will not start, and your application may be dismissed (“buiten behandeling gesteld”). The applicable fees will remain due in that case. Therefore, make sure your application is complete upon submission.

Checklist: Avoid Delays in Phase 1

The explanatory notes to the application form specify what we expect from you. Review these notes before submitting an application. Also check that you include the following documents, as these are often missing:

  • For safeguarding third-party funds: proof of an opened bank account or a bank-signed statement (“commitment letter”) confirming that the customer acceptance procedure has been completed and that the account has been opened and blocked or frozen until the license is granted.
  • Own funds: Proof that the statutory minimum capital has been deposited.

Without these documents, your application may be dismissed. Additionally, ensure that the recruitment and appointment of day-to-day policymakers and key function holders are completed on time, so that Phase 2 is not delayed for this reason.

Notes to the authorisation application form

Be sure to complete the form truthfully and in full, and add all required documentation as an annex to the form.

Quality of your application

Only if you send us a fully completed, high-quality application form with all the required documents enclosed can we consider it.

If you fail to do so, we will ask you to supplement your application. Our three-month consideration period will commence once the application is complete. This means that the time we need to handle your application greatly depends on the quality of your application and the enclosed documents.
