Any party issuing electronic money in the Netherlands must either hold the appropriate authorisation issued by DNB or be excepted or exempted from the authorisation requirement. Electronic money institutions may start operations only after DNB has issued its authorisation or after it has entered the institution in the register as an exempt electronic money institution, unless it is exempted and does not need authorisation by law.
This section of Open Book on Supervision provides electronic money institutions with information about market access. You will also find explanatory notes to the concepts and statutory provisions that are relevant to market access and authorisation for parties providing electronic money.
